Walter Boltz is a Senior Advisor for European Energy issues, former member of the Agency for the Cooperation of Energy Regulators (ACER) Board of Appeal & the FSR Policy Advisory Council. Furthermore, he is currently Chair of the ERRA Strategic Advisory Council. He has extensive experience in all aspects of the electricity & gas markets as well as in the area of regulation of the European energy sector. Walter today supports his clients in successfully navigating through the increasingly complex economic & regulatory environment in Europe. Currently he is an associate with Baker & McKenzie Vienna, where he assists clients with energy issues in Europe.
He is former Vice-Chair of the ACER Board of Regulators & Vice-President of CEER. Walter headed the Austrian Regulatory Authority E-Control for 15 years. Furthermore, he chaired the ACER & CEER Gas Working Groups for many years. In this period, the 3rd Energy Liberalization Package, the Security of Supply Regulation, the Energy Infrastructure Package & all natural gas network codes were discussed, developed & implemented. Under his auspices, the 1st & the 2nd Gas Target Model were developed jointly with market participants.
In his role as Executive Director of E-Control, Walter was responsible for electricity & gas market regulation and renewable energies. In his everyday work, he handled and decided on issues as network regulation, transmission tariffs, access & trading arrangements, gas storage regulation, security of supply protocols, network development planning, in addition to addressing contract disputes & anti-trust issues. During his tenure at E-Control, he was also responsible for a number of EU Twinning projects in Ukraine, Algeria, and Georgia. Furthermore, Walter was the Chairman of the Supervisory Board of JSC MGU, owner of the Ukrainian Gas Transmission System Operator GTSOU LLC, during the implementation of the unbundling between 2018 and May 2020. He contributed to the Austrian law on Renewable Electricity support in Austria.
Walter Boltz has been involved intensively in all regulatory issues relating to electricity & gas and Renewables for more than 20 years as well as management & consulting in an international environment for over 30 years.
